Every project moves through stages from 0 (the idea) to 7 (operation); each stage has its ISO 19650 step and its local name in Egypt and the Gulf. Between one stage and the next there is a gate with conditions.
When a stage closes with things missing, the problem shows up later on site and costs many times more. The gate stops what is missing before it passes.
The manager ticks the gate items and EDC checks by itself: every delivery of the stage is in, the drawings follow the naming scheme, and the LOIN table is set for the next stage. When all are done the next stage opens, and every move is logged.
The project knows which stage it is in, 0 to 7, and the next stage opens only once the gate items are closed.
